課程概述

本課程探討的核心議題是國家和社會發展之間的關係。對已開發國家而言，他們關心的是：如何持續發展？如何面對全球化與區域化的挑戰？如何面對日益分歧的社會結構並提出適當的發展政策？對開發中國家而言，他們關心的是如何從西方發展經驗中汲取教材，有沒有其他更有效的方法促進發展？學者同時企圖理解為什麼有些國家在這些問題的處理上比其他國家更具有效率，而本課程主要關切的是政治、經濟與社會的面向。國家發展的研究有三個主要的爭辯脈絡：
I. 國家應該如何保有治理能力並取得治理正當性？ （民主面向）
II. 國家應該扮演怎樣的角色？應該在多大的範圍內介入市場？（經濟面向）
III. 國家如何調和經濟價值與社會公平間的衝突？（社會福利面向）
 

課程目標
 這門課程的中心主軸將放在民主、市場經濟與社會福利面向的政治學與社會學相關討論，以突顯國家發展與民主、市場經濟及社會福利密不可分的關係。在探討這三個面向的同時，這門課程企圖從歷史比較的觀點了解已開發國家與發展型國家中國家與社會之間的關係形成，以及他們在全球化的政經脈絡轉變下所面臨的挑戰和改革契機。從這樣的想法出發，這門課程主要分成兩大部份：首先介紹和國家研究最相關的政治社會學相關國家理論，然後再從比較民主、比較政治經濟學、以及比較福利國家制度的角度來了解西方相關的研究；接下來將關懷轉向比較東亞研究文獻，特別是發展型國家的相關文獻，以便從比較的眼光理解東亞和臺灣的情形。最後，這個課程希望回到原點，討論國家發展中國家的角色，藉以反省東亞和臺灣發展的經驗。 
課程要求
 本課程有教學網頁，請同學隨時注意最新消息。
每週主題有「基本文章*標示為必讀）」及「進階文章」且請同學依情況選讀資料。
上課以討論方式進行，同學必須事先預習且上課參與討論。各組輪流報告，報告資料必須上傳至網頁上。
每週撰寫課前作業，提出心得或不同觀點，張貼於課程網頁之討論看版。
課程作業討論：至少報告前一週與上課助教先行討論。
